In June 2022, Travis Perkins Managed Services (TPMS) began a new partnership with Swindon Borough Council (SBC). The council required a dedicated store solution to manage their materials supply. To meet this exact need, TPMS repurposed a Travis Perkins-owned property into a dedicated store exclusively for SBC. This is run by a dedicated team, including one yard personnel TUPE’d from the council to retain key knowledge, providing SBC with an upgraded and bespoke solution.
Challenges: The Reality of Mobilisation
The initial 12 months of the contract presented a significant learning curve due to two key factors: information gaps and transitioning personnel at SBC. The initial tender information provided a list of 900 required items. The operational reality was closer to 3,000 individual product lines. This discrepancy meant we fulfilled their needs via third-party suppliers, meeting their urgent operational requirements. The dedicated Account Manager worked closely with SBC to refine and consolidate the individual product lines to deliver purchasing efficiencies.

Through a committed and collaborative approach, the partnership has overcome the initial hurdles to deliver significant benefits for SBC, including:

- Consolidated third-party spending, leading to major cost savings.

- Tangible social value commitments have been delivered through the TUPE transfer, employment of local staff, and the use of local suppliers.
This transformation provides a positive example for other housing associations and councils to consider outsourcing their stores. Two lessons are key: accurate upfront data and an understanding of existing processes are essential for a smooth transition.

Providing SBC with a tailored Toolhire solution has delivered a 40% cost reduction. Using small domestic-sized dehumidifiers with full usage tracking has provided complete traceability. SB expects a significant reduction in damp- related complaints and future repairs. This best-practice model is now being considered for national rollout.
